Can a person get a immigration visa if they have had trouble in a foreign country?
Getting required good conduct certificates from foreign countries you find out, one country refuses to give you certificate. Can you still get a immigration visa?

- Yes. It depends on what country you would like to immigrate to. Some countries have a green card lottery, like the US.. You could also live in certain countries for a certain period of time, say five to six years, on maybe a work visa, then you can be automatically given permanent residency or even citizenship.
- It depends on the policy of the country where you have an immigration visa application.The US requires an intending immigrant to submit a police certificate to places the applicant has lived for 6 months or more since he/she was 16 years old and that includes any foreign countries the applicant has lived.
