Can a person get a immigration visa if they have had trouble in a foreign country?

Getting required good conduct certificates from foreign countries you find out, one country refuses to give you certificate. Can you still get a immigration visa?

  1. Yes. It depends on what country you would like to immigrate to. Some countries have a green card lottery, like the US.. You could also live in certain countries for a certain period of time, say five to six years, on maybe a work visa, then you can be automatically given permanent residency or even citizenship.
  2. It depends on the policy of the country where you have an immigration visa application.The US requires an intending immigrant to submit a police certificate to places the applicant has lived for 6 months or more since he/she was 16 years old and that includes any foreign countries the applicant has lived.
